Devon Hogan Flanagan is a Rhode Island prosecutor whose legal career and recent arrest have placed her in the public eye. She serves as a Special Assistant Attorney General in the Rhode Island Attorney General’s Office, where her work has largely focused on handling criminal appeals.
Early life

In April 2018, she officially joined the Rhode Island Attorney General’s Office as a Special Assistant Attorney General. Over the years, she has been involved in several important appellate cases, including arguments before the Rhode Island Supreme Court. Within her role, she developed a reputation as a capable and determined prosecutor, working primarily on appeals in the criminal division.
Her leadership skills did not go unnoticed. In 2025, she was selected for the Leadership Rhode Island Phi II Class, a recognition given to individuals considered emerging leaders across various fields in the state. This further solidified her profile as a young professional making an impact in Rhode Island’s legal system.
Arrested
However, in August 2025, Devon Hogan Flanagan’s name became widely known for an entirely different reason. On the night of August 14, 2025, Newport police officers responded to a trespassing complaint at the Clarke Cooke House, a popular restaurant on Bannister’s Wharf. The individuals involved were identified as Devon and her friend Veronica Hannan of Connecticut.
When officers attempted to remove the pair from the property, Devon refused to leave and insisted she would not be arrested. Body camera footage released later shows her repeatedly telling the officers that she was “an A.G.” and demanding that they shut off their cameras. At one point, she warned the officers, “You’re going to regret this.”
Despite her objections, Devon was taken into custody and charged with willful trespass. She was issued a summons to appear in court. Meanwhile, her friend Veronica Hannan faced additional charges, including disorderly conduct and resisting arrest.
The incident quickly sparked public discussion, as many questioned whether her role as a prosecutor influenced the confrontation. The Attorney General’s Office has confirmed that the matter is under internal review, though no further disciplinary action has been announced yet.
