In 1991, Shirley was appointed chairwoman of the National Day of Prayer Task Force, a position she held until 2016. Under her leadership, the organization saw a significant increase in participation, with 43,000 prayer gatherings occurring nationwide by 2015. Her efforts were instrumental in mobilizing Christians across the country to unite in prayer for the nation.
Beyond her leadership roles, Shirley co-authored several books with her husband, including Night Light and Night Light for Parents, which provided spiritual guidance and encouragement to families.
